'Port Arthur Underwater': New Devastating Flooding Hits Texas

Port Arthur, Texas, population of about 55,000, is underwater. The mayor is telling residents, “We’re coming to get you.”

Floodwaters rose overnight as Harvey hovered overhead and dropped a record-setting 26 inches of rain in 24 hours, putting the total rainfall there at 3 1/2 feet.

The nearby town of Beaumont, Texas, about 20 miles north, has seen similar conditions with rainfall and flooding.
