While it’s been a wet spring in most of the country, things are looking dryer than normal in parts of the Pacific Northwest. Washington Gov. Jay Inslee recently declared a drought emergency for two regions in the north-central part of the state, triggering anxiety for many people in surrounding communities — especially in the area that burned in the Carlton Complex Fire five years ago.
