As Congress works to pass a highway bill by a Friday deadline, states are watching closely. The national transportation research group TRIP recently found that 28 percent of roads across all states are in “poor” condition.
But in a handful of places, the picture is even worse. In New Jersey, 40 percent of roads are in poor condition, according to the report.
