In Alabama, a bill passed overwhelmingly in the state Senate on Tuesday that would make it a felony for doctors to perform abortions. There is an exception for serious health risk to the mother, but not for rape or incest. The Republican governor is expected to sign it, but the bill is not expected to take effect any time soon, because of legal challenges.
