Six months ago Hurricane Maria hit Puerto Rico and forced evacuations to communities on the mainland. Many came to Hartford, Connecticut, including 450 school children. A quarter of those new arrivals are in Hartford public high schools, a system already dealing with budget cuts and a bottleneck of needs.
