For 12 years, Chester, Pennsylvania, a disadvantaged city outside of Philadelphia, had no supermarket. In 2014, a local food bank opened a nonprofit grocery store there. Laura Benshoff of Here & Now contributor WHYY reports that after a lot of trial and error, the store is still figuring out how to square its mission with its bottom line.
