Apple's Proposed Royalty Rates Could Change The Game For Streaming Services

Apple has proposed new rates for streaming services to pay in songwriting royalties. The filing was made to the Copyright Royalty Board recommending that songwriting royalties of 9.1 cents be paid every 100 times a song is played.

But is that sustainable for all streaming services, including those who offer free memberships like Pandora and Spotify?
