Admiral Titley is professor of meteorology at Penn State University and founding director of the PSU Center for Solutions to Weather and Climate Risk. He was chief operating officer of the National Oceanic and Atmospheric Administration (NOAA) from 2012-2013. He served for 32 years in the U.S. navy, most recently as rear admiral and chief oceanographer. He initiated the Navy’s Task Force on Climate Change.
